Before August 2019, the state of Jammu and Kashmir recognised July 13 as a holiday and celebrated the day with a large formal ceremony at which the Chief Minister or Governor would participate as the honoured guest.

Srinagar, 13 July: On Thursday, former Chief Minister Omar Abdullah walked from his heavily guarded home to the party headquarters, claiming that he had been refused the use of security cars by the authorities.

On Twitter, Omar said, “Dear @JmuKmrPolice don’t believe that refusing to provide me my escort cars & ITBP protection will stop me. I’m now making my way to my destination on foot.

After he arrived to the NC headquarters in Nawa-e-Subha, he made a second Twitter tweet.

“I’ve arrived at the workplace and am ready to launch my plan; please provide all materials. The truth is that @JmuKmrPolice has used the same strategies to prevent several of my senior colleagues from coming to the @JKNC_ office today. Abdul Rahim Rather Sb, @AliMSagar_ Sb, Ali Mohd Dar Sb, and others were among those detained.

Mehbooba Mufti, another former chief minister, told reporters that guards had been posted outside her home in an effort to prevent her from leaving.

No official statement was made on whether or not the two leaders had been refused security to leave their homes or whether or not their freedom of movement had been restricted.
