The administration revealed the agenda for the forthcoming five-day extraordinary session of Parliament on Wednesday, amid considerable speculation about anything from the Uniform Civil Code to One Nation One Election to renaming India to Bharat.

As part of the five-day special session of Parliament that will take place from September 18 to 22, the administration has included a debate on “Parliamentary Journey of 75 years starting from Samvidhan Sabha – Achievements, Experiences, Memories, and Learnings” as well as four more measures.

Special Session Bills Four
The Chief Election Commissioner and other Election Commissioners (Appointment Conditions of Service and Term of Office) Bill, the Advocates (Amendment) Bill, 2023, the Press and Registration of Periodicals Bill, 2023, and the ‘Post Office Bill, 2023’ are all on the agenda for debate and approval.

As the Lok Sabha elections are less than a year away, the Chief Election Commissioner and Other Election Commissioners (Appointment Conditions of Service and Term of Office) Bill has received the most attention and will have the most impact.

In the previous session, Union Law Minister Arjun Ram Meghwal proposed the Election Commissioners Appointment Bill, which would govern the appointment of the Chief Election Commissioner and other election commissioners.

In order to bring the Chief Election Commissioner (CEC) and the two Election Commissioners up to par with a Cabinet Secretary, it is proposed to alter their pay, allowance, and work conditions. As of right now, it corresponds to that of a judge on the Supreme Court.

The method by which the Election Commission does its job is also addressed in this bill. In addition, it suggests that the Prime Minister, the Leader of the Opposition in Lok Sabha, and a Union Cabinet Minister recommended by the Prime Minister form a panel to make recommendations to the President about the appointment of the Election Commissioners. If passed, the Bill would overturn a Supreme Court ruling from March 2023 that said the President would choose Election Commissioners based on recommendations from a group that included the Prime Minister, the Leader of the Opposition, and the Chief Justice of India. However, the highest court said that the system it emphasised would remain in place until Parliament passed a legislation.

Even though this is the planned schedule, the administration may add or delete items at any time, even while Parliament is in session.

The Central Government has ordered all Cabinet Members to attend the five-day extraordinary Parliament session beginning September 18th and ending September 22nd.

The Bharatiya Janata Party (BJP) issued a three-line whip to all of its members of parliament, ordering them to attend the extraordinary session of parliament and vote in accordance with the position of the Central government on the measures to be debated.

The Congress Party has whipped its members of the Lok Sabha and the Rajya Sabha into attending the Special Session of Parliament.

The party’s Lok Sabha MP whip has promised that crucial topics would be addressed during this Special Session.
