According to an official communique released by the government, 1,36,152 cases were sanctioned for J&K under the overall commitment of the Prime Minister for “Housing for all by 2022.” This is out of a total of 2,57,349 houseless cases identified in J&K in SECC data 2011 and after due verification by gram sabhas.

The Government of India provides 1.30 million rupees in housing subsidies for each household. A home must be at least 1 marla in size.

To determine who may have been overlooked as SECC recipients in 2011, the government undertook the Awaas+ survey from January 2018 through March 2019. PMAY PHASE-II(AWAS Plus) Grameen started from 2019 onwards based on a survey of 2018-19, done pan India, where 2.65 Lakhs houseless cases were recorded in J-K and only target of 63426 houses was given to J-K. The data of beneficiaries captured through Awaas+ was used to fill the gaps between overall target and eligible beneficiaries made available from SECC Permanent Wait List (PWL).

Only construction of these dwellings will be allowed in 2022.

To ensure that all 2.65 lakhs homeless people who participated in PWL2019 have a safe and secure place to call home, a total of 199550 additional PMAY AWAS PLUS houses have been sanctioned as a special dispensation through 31 March 2024.

In accordance with the scheme’s section 4 requirements, the survey population includes all those without permanent housing as well as those living in zero, one, or two-room kachha dwellings.

Those on the Permanent waiting list for housing who do not have access to land, clear ownership to property, or a land classification that does not allow development will not be guaranteed housing.

Out of 199550 people surveyed, 2711 were found to lack clear title of land due to living on either State or Forest land, or on Rakhs and Farms land where construction is prohibited, or on Custodian land, or on land allocated to displaced people by the government near Dachigam park for agriculture purposes where construction is prohibited.

All other circumstances where people meet the housing eligibility criteria “except those where there is no suitable land on which to build,” it said.

The government has decided to assign 5 marlas of land to these 2711 instances since they cannot approve the home to someone who does not have land. This is part of a larger programme to provide housing for all citizens.

Therefore, Mehbooba Mufti’s claim that the government is allotting land to some 2 lakh or so people is false, and all of her statements are made without any knowledge of the PMAY scheme and Revenue laws of the J-K, which permit allotment of land to landless, for housing purposes. Consequently, the legislation has not been altered, and no non-citizens are receiving land grants.

There are 27,111 people on the 2018-19 Priority Workload List (PWL) of Jammu and Kashmir who are unable to build a home due to zoning restrictions, lack of available land, or because they own property classified as state or forest land.

According to a government spokeswoman, the PMAYG plan is administered by the Ministry of Rural Development in rural parts of J-K, whereas the data she is citing is from the Department of Housing and Urban Affairs.
